I am no computer whiz by any stretch of the imagination but for mine, I created an art piece, scanned it in, and kept resizing it until I got the dimentions to fit exactly how I like them.. I saved my image at 72dpi, 11.99" high by 4.99" wide. I use Typepad for my blog so I don't know if any of this info will help you with creating a banner in your blogger account or not. Hope it helps!
I just remembered that Wilna Furstenburg has a help on her blog for those wanting to create a banner. I have a link to her blog on my blog.
